Here is a pic of my tester. Yes it was full to the line when I put the E85 out of the pump in it but after shacking it up it now has this much. Looks to me to be right around E83-85. FWIW the water line was right on the money when filled as well. Any ideas as to why I lost fluid when I added the E85 and shook?

The reason you "lost" volume is chemical in nature- the water/ethanol bond is so strong that it takes less space than before.
A rough analogy to this would be coarse rocks and fine sand. Separated they take up a given space each having empty space between each particle or rock. Pour the sand over the rock and shake and now the space used is less.
The H20 test in the fed handbook allows for this volume change.
BTW- when ethanol and E0 gasoline are first blended there is also a chemical/slight thermal and volume increase (but this one is temporary only due to temp) that occurs due to that bond which is not as strong eth/water.
